   conventional invasion: too costly in time, $, & lives
   Soviet attack: did not want USSR involved in peace process in Pacific
   threat only: lose credibility if not willing to follow through
   dropping on uninhabited island: lose credibility if doesn’t work; too costly to “waste”; wouldn’t have deterred Japanese military leaders
