•     Reasons for not conducting above
•   conventional invasion: too costly in time, $, & lives
•   Soviet attack: did not want USSR involved in peace process in Pacific
•   threat only: lose credibility if not willing to follow through
•   dropping on uninhabited island: lose credibility if doesn’t work; too costly to “waste”; wouldn’t have deterred Japanese military leaders
